Abstract
The evaluation of Higher Education as a public and social good is considered. The starting point is the ideal of University built by the Latin American University Reform Movement. Due to the increasing weight of knowledge in power relations, that ideal points to the centrality of knowledge democratization. This purpose guides the analysis of the tasks of Latin American public universities in the context of the internationalization of Higher Education. Generalizing access to advanced education and fostering success emerge as main objectives. The notion of Developmental Universities unifies the different aspects of the approach. That notion is connected with innovation processes and with social needs, sketching a strategy for connecting university teaching, research and extension with social inclusion. A (second) University Reform is needed to cooperate in facing inequality and underdevelopment. Fostering such cooperation should orientate the evaluation of universities.
